Microsoft Visual C++ 2015 Redistributable - Setup Failed (error 0x80240017)

I tried to install Vc++ 2015 from This link . When i'm trying to install it says that the setup failed and gives me an error code (in the title). Here's a gif of the installation.

I tried almost every suggestion from google except PC refresh becuase it would delete all of my programs and this is not what i want.
