Went to the site and downloaded ElvUI, went to Curse and dowloaded the addons, but the addon screen is showing dependencies still missing for the ElvUI addons.

Pretty much all the ones that were updated recently. I'm trying new UIs out of curiosity. I disabled Bartender4 as well as most of my other UIs. I might have to uninstall them completely.

ElvUI downloads just fine and installs just fine from tukui.org. Except for the few hours between the destruction of their site by vandals and the countdown-to-back-up-again replacement page, it has been available from them.
There are no missing dependencies, no missing files, no issues.
As of your post date/time, the new site was up and running and has extensive troubleshooting and installation information available. There's nothing there about missing file dependencies. 10.59 (the current version) has been stable since late June. 10.58 before that and going back a few revisions likewise except for dealing with a few oddities introduced by Blizzard altering function names and interface information in 7.2.5 (which Tukk and company are quick to fix when they pop up).
It's possible, just possible, that you're not an anti-ElvUI troll, but are just not capable of copying the two folders inside the zip file into your World of Warcraft addons folder. But i doubt it. No one's that stupid.
So, my suggestion is this: Troll less.

You can get the desktop app from there (it will manage install and maintenance) or you can get just the addon itself and manage install and maintenance manually.
